एक बार एक सिद्ध महात्मा एक राज्य के बाहरी मार्ग से कहीं जा रहे थे। उन्होंने राजमहल की सीमा के बाहर पथिकों के लिए भोजन-पानी, रैन-बसेरों की सुंदर प्राकृतिक व्यवस्था देखी तो अत्यंत प्रसन्न हुए। उन्हें राजा से मिलने की इच्छा हुई। राजा तक बात पहुंची। महात्मा को सम्मानपूर्वक राजा से मिलाया गया। राजमहल के भीतर मानव जीवन के लिए आवश्यक हर वस्तु व सेवा की समुचित व्यवस्था देखकर तो महात्मा हतप्रभ हो उठे। उन्होंने वहां सुई जैसी वस्तु के लिए भी एक समुचित मानवीय प्रबंध देखा। वे राजा से उसकी कार्य-व्यवस्था के बारे में विस्तृत मंत्रणा किए बिना न रह सके। वे राज्य-व्यवस्था से इतने मुग्ध हुए कि कुछ दिन वहीं रुक गए। राजमहल के भीतर व प्रजा के साथ रहते हुए उन्होंने अनुभव किया कि यह राजा तो मुझसे भी बड़ा योगी है। इसने अपने संपूर्ण राज्य का सार्वजनिक जीवन इतना अच्छा प्रबंधित किया है कि यहां एक चींटी की हत्या भी जन संवदेना का केंद्र बन जाती है। एक दिन राजा को आशीर्वाद देकर महात्मा विदा हो गए।

पड़ोसी राजा को पता चला कि महात्मा पास के राज्य में आए और मेरे यहां नहीं, तो वह उनकी तलाश में दल-बल सहित निकल पड़ा। कई दिन-रात भटकने के बाद एक दिन संध्या समय राजा को महात्मा के दर्शन हो ही गए। महात्मा शांत पर्वत की एक संकरी गुफा में आसन लगाए बैठे थे। उन्होंने राजा से वहां आने का कारण पूछा। राजा ने हाथ जोड़कर प्रार्थना की,‘आप मेरे पड़ोसी राज्य में पधारे। आपने वहां कई दिन व्यतीत किए। वहां के राजा, प्रजा को अपना आशीर्वाद दिया, लेकिन आपने मेरे राज्य की अनदेखी की। आप वहां आते तो मैं आपका संपूर्ण ध्यान रखता। आपका इतना मान-सम्मान करता, जितना आज तक किसी ने किसी का न किया हो।’

राजा की बातें सुनकर महात्मा बोले,‘राजन! मैं उस राज्य में सुविधाओं, मान-सम्मान और किसी पद-प्रतिष्ठा के स्वार्थ में नहीं रुका और न ही वहां के राजा ने मुझे राज्य में आने का निमंत्रण दिया। मैं तो वहां की श्रेष्ठता देख वहां रुकने पर स्वयं विवश हुआ। जिस राज्य की सीमा के बाहर राजमार्गों पर फलों से लदे सुंदर-सजीले हरे-भरे पक्षियों के कलरव से आच्छादित वृक्ष दीख पड़ें, जहां पथिकों के लिए भी राजसी सुविधाएं व्यवस्थित की गई हों और जिस राज्य में एक चींटी की मृत्यु पर भी राजा-प्रजा दोनों संवेदनशील हों, उस राज्य व उसके राजा को देखने की इच्छा से ही मैं कुछ दिन वहां रुका। जो राजा मानव कल्याण के लिए इतना समर्पित, सक्रिय और संवेदनशील हो वह तो साधु-संतों से भी श्रेष्ठ है!’

साधु की बात सुनकर राजा ने उन्हें श्रद्धापूर्वक नमन किया और अपने राज्य को भी पड़ोसी राज्य जैसा बनाने का संकल्प लेकर लौट आया।
