मोदी पॉपुलर, सरकार अनपॉपुलर..(Modi popular, government Un Popular ..)

जमीनी लोगों को जनता के पास जाने की नसीहत नहीं देनी पड़ती पीएम जांच करा लें, बिहार चुनाव में जितना धन भेजा गया वह कार्यकर्ताओं तक पहुंचा या नहीं, स्थिति स्पष्ट हो जाएगी।

प्रधानमंत्री नरेंद्र मोदी को अगर मंत्रिमंडल की बैठक बुलाकर मंत्रियों से यह आग्रह करना पड़ रहा है कि वे जनता से लगातार संवाद बनाए रखें तो इसे सामान्य स्थिति नहीं कहा जा सकता। ऐसा प्रयास वे पहले भी कर चुके हैं। इस पर अमल हुआ होता और प्रधानमंत्री के पास मंत्रियों-सांसदों के जनता से जुड़ाव का फीडबैक होता तो दोबारा ऐसा अनुरोध करने की जरूरत महसूस नहीं होती। 

मोदी ने पिछले एक वर्ष में संसदीय दल की बैठकों में सांसदों से और पार्टी की बैठकों में वरिष्ठ नेताओं से अनेक बार कहा है कि वे सरकार के कामों को जनता के बीच ले जाएं। जाहिर है, प्रधानमंत्री महसूस कर रहे हैं कि उनके कार्यों का जनता के बीच जैसा प्रचार होना चाहिए, वैसा नहीं हो रहा है। 

वह लहर नहीं :

जिस उत्साह की लहर पर सवार होकर मोदी सरकार गठित हुई थी, वह अब नहीं रहा। ऐसा नहीं है कि मोदी की लोकप्रियता खत्म हो गई है, या देश के लोगों का उनसे विश्वास उठ गया है। आज भी उनके भाषणों को लोग उसी प्रकार ध्यान लगाकर सुनते हैं। उनकी सभाओं में भीड़ वैसे ही दिखती है। लेकिन इसके परे स्थितियां चिंताजनक हैं। 

बिहार चुनाव से लेकर मध्यप्रदेश के झाबुआ और झारखंड के लोहरदगा उपचुनाव में बीजेपी की पराजय तथा गुजरात में स्थानीय चुनावों में कांग्रेस की स्थिति बेहतर होना ऐसी ही खतरे की घंटी है, जिसे नकारा नहीं जा सकता। अगर प्रधानमंत्री लोकप्रिय हैं, लोगों का विश्वास उनसे नहीं उठा है तो चुनावी प्रदर्शन क्यों फीका पड़ गया है? 

यह प्रश्न निश्चय ही मोदी और पार्टी अध्यक्ष अमित शाह को चिंतित किए हुए है। कोई भी सरकार चाहे नीतियां अच्छी बना ले, उसे क्रियान्वित भी कर ले, लेकिन अगर तरीका नौकरशाहों जैसा हो तो फिर जनता की निराशा स्वाभाविक है। संसदीय लोकतंत्र जनता के वोट पर टिकी व्यवस्था है तो सरकार का जनता से जुड़ाव और संवाद हमेशा बना रहना चाहिए। लेकिन बाबू संस्कार वाले नेता संवाद बनाने में सफल नहीं हो पाते। मोदी सरकार का मूल संकट यही है। 

एक पार्टी के रूप में बीजेपी वाजपेयी सरकार के दौरान ही अलोकप्रिय होने लगी थी। 2004 और 2009 के आम चुनावों में पराजय इसका सबूत था। नरेंद्र मोदी के उभार ने देश में अलग किस्म का aandolan पैदा किया और लोगों ने उनके नाम पर बढ़-चढ़कर वोट दिए। मोदी, अमित शाह, संघ या पार्टी के दूसरे नेताओं को इसका आभास होना चाहिए था कि पार्टी में जनता के बीच से उभरने वालों नेताओं का अकाल पड़ चुका है। उस कमी को दूर करने के लिए स्वयं मोदी को पहल कर पार्टी में आमूल बदलाव लाना चाहिए था। संघ का साथ लेकर नए सिरे से पार्टी का पुनगर्ठन करने की आवश्यकता थी, जो पूरी नहीं हुई। सरकार में भी जमीनी लोगों को शामिल करना चाहिए था। चुनाव जीतने के बाद शायद बीजेपी इस गलतफहमी का शिकार हो गई कि उसके अंदर सब कुछ ठीकठाक है। 

दिल्ली चुनाव से यह गलतफहमी दूर होने की शुरुआत हो जानी चाहिए थी, लेकिन आज भी इस मूल कार्य की ओर स्वयं मोदी का ही ध्यान नहीं है। वे उन्हीं नेताओं, सांसदों और मंत्रियों के साथ काम कर रहे हैं, जिनमें से ज्यादातर के पास जनता के बीच काम करने, उससे संवाद करने तथा स्वयं को जन नेता बनाने की काबिलियत ही नहीं है। 

आखिर मोदी सरकार के कितने मंत्री हैं, जिनका रहन-सहन या व्यवहार यूपीए सरकार के मंत्रियों से अलग है? कितने मंत्री हैं, जो आम लोगों की तो छोड़िए, पार्टी कार्यकर्ताओं से भी मिलने के लिए आसानी से उपलब्ध हैं? अगर किसी को गलतफहमी है तो दो-चार कैबिनेट मंत्रियों के यहां फोन करके देख ले। अलग-अलग सरकारी पदों पर जिनकी नियुक्तियां हो रहीं हैं, उनमें भी योग्यता तो छोड़िए, पार्टी के भविष्य की चिंता भी नहीं है। 

इसके बजाय इन्हीं नेताओं से व्यक्तिगत संबंधों को प्रमुखता दी जा रही है। सवाल है कि इन पर नजर रखने तथा इस समस्या को दुरुस्त करने का मुख्य दायित्व किसका है? निश्चित रूप से प्रधानमंत्री का, क्योंकि लोगों ने उनको वोट दिया है, उन पर विश्वास किया है। 

अगर वे स्वयं ऐसी सूचनाओं से कटे हैं, उन्हें पता नहीं है कि अनेक जगहों पर नाकाबिल लोगों की नियुक्तियां हो रही हैं, पार्टी के योग्य कार्यकर्ताओं और समर्थकों में इन कारणों से असंतोष बढ़ रहा है, तो फिर कुछ भी होना संभव नहीं। कम से कम जिन लोगों की नियुक्तियां हुईं हैं, उनके कार्यों की एक बार समीक्षा तो वे करवा ही सकते हैं। जो मंत्री हैं, उनके कार्य व्यवहार की निष्पक्ष समीक्षा तो हो ही सकती है। जो पार्टी में पदों पर काबिज हैं, उनके कार्यों की भी सख्ती से समीक्षा आवश्यक है। 

सत्ता की संस्कृति :

अगर पीएम इस बात की ही जांच करवा लें कि बिहार चुनाव में जितना धन भेजा गया, वह नीचे कार्यकर्ताओं तक पहुंचा या नहीं, तो उनकी आंखें फटी रह जाएंगी। चुनाव जीतना, देश के लिए अच्छी सोच रखना, योजनाएं घोषित करना एक बात है और सत्ता की संस्कृति बदल कर वाकई जन अपेक्षा के अनुरूप सरकार एवं पार्टी को ढाल देना उससे बिल्कु अलग कुछ और ही बात है। 

इस दूसरे कार्य की जिम्मेदारी पूरी तरह प्रधानमंत्री की है। सत्ता की संस्कृति तभी बदलेगी जब समझदार, ईमानदार, जन सरोकारों के लिए समर्पित तथा निष्ठावान लोग पार्टी और मंत्रिमंडल में प्रमुख पदों पर आएं, साथ ही अन्य सरकारी पदों पर भी काबिज हों। ऐसा हुआ तो उन्हें बार-बार जनता के बीच जाने की नसीहत प्रधानमंत्री को नहीं देनी पड़ेगी।

डेढ़ साल में ही जनता से कट गए हैं केंद्रीय मंत्री और बीजेपी के नेता।
