भारतीय सभ्यता से युद्ध (पाकिस्तान का दोहरा चरित्र) ..(Indian civilization war (Pakistan's duplicity) ..

बुधवार को उधमपुर में हमले के बाद भारतीय सुरक्षा बलों द्वारा पकड़ा गया पाकिस्तानी आतंकी भारत के खिलाफ सीमा पार से छेड़े गए युद्ध का एक और जिंदा सुबूत है। इस सुबूत ने पाकिस्तान को एक बार फिर बेपर्दा कर दिया है, लेकिन पहले की तरह इस्लामाबाद इंकार की मुद्रा में है। वह इस परोक्ष युद्ध में अपनी सहभागिता कभी स्वीकार नहीं करेगा। लेकिन हमारे लिए जरूरी है कि इस युद्ध की जड़ों की तलाश की जाए ताकि उसकी प्रकृति को समझा जा सके और उसके अनुरूप रणनीति तय की जाए। अमेरिकी प्रोफेसर क्रिस्टीन फेयर ने अपनी पुस्तक ‘फाइटिंग टु द एंड : द पाकिस्तानीज वे ऑफ वार’ में लिखा है कि पाकिस्तान सेना लंबे समय से खुद को पाकिस्तान के इस्लामिक विचारधारा के संरक्षक के तौर पर देखती रही है और भारत के साथ जारी छद्म युद्ध को वह सभ्यताओं के संघर्ष के तौर पर देखती-मानती है। भारत के खिलाफ सभ्यता वाले इस युद्ध में पाकिस्तान अपने आप को किस रूप में देखता है, यह समझने के लिए हमें 13 शताब्दी पीछे नजर डालनी होगी। वर्ष 712 ईसवी में एक बाहरी शक्ति ने भारतीय सभ्यता में घुसपैठ की। अगले एक हजार साल तक भारतीय जनता ने इसके साथ विभिन्न तरीके से समन्वय बनाया। 1947 में यहां के लोगों को इस बात पर यकीन हुआ कि अपनी मातृभूमि का एक टुकड़ा देकर स्थायी शांति हासिल की जा सकती है। इस तरह एक अलग देश के तौर पर पाकिस्तान का निर्माण अथवा जन्म हुआ। इस बाहरी शक्ति की तरफ से काम करते हुए राजनीतिक विश्लेषकों ने 2015 में एक बार फिर से हमें और हमारी सरकार को आश्वस्त किया कि हमें हर हाल में शांति के लिए कोशिश करनी चाहिए। रूसी शहर उफा में इस वर्ष 10 जुलाई को भारतीय प्रधानमंत्री नरेंद्र मोदी ने अगले साल पाकिस्तान शांति यात्र पर आने का आश्वासन दिया। सीधी भाषा में कहें तो हमारा मीडिया 1999 से भारतीय युवाओं को बता रहा है कि उस साल आतंकवादी इंडियन एयरलाइंस के विमान आइसी 814 का अपहरण कर कंधार ले गए थे। सच्चाई यह है कि विमान का अपहरण पाकिस्तान सरकार के इशारे पर कश्मीर में भारत द्वारा जेल में रखे गए जैश-ए-मोहम्मद के सरगना मौलाना मसूद अजहर की रिहाई के लिए किया गया था। वास्तव में यह जिहादी संगठन पाक सेना की शाखा आइएसआइ का हिस्सा है। तीन आतंकवादी कमांडरों ने अपने विभिन्न साक्षात्कारों में पुष्टि की है कि जैश-ए-मोहम्मद आइएसआइ का हिस्सा है। 25 जून को भारतीय उपमहाद्वीप में अलकायदा के प्रवक्ता का एक साक्षात्कार जारी किया गया। उसने जैश-ए-मोहम्मद को पाकिस्तानी सरकार के समर्थन पर नई रोशनी डाली है। लश्करे-तैयबा के साथ जैश-ए-मोहम्मद कश्मीर में आतंक फैलाने वाला प्रमुख संगठन है। अदनान रशीद और शम्स कश्मीरी के साक्षात्कार भी पुष्टि करते हैं कि जैश-ए-मोहम्मद आइएसआइ की शाखा है। इसके एक पूर्व उपप्रमुख शम्स कश्मीरी ने पिछले साल खुलासा किया कि जब वैश्विक दबाव के कारण परवेज मुशर्रफ ने जिहादी संगठनों के कार्यालय बंद करवाए तो उस वक्त आइएसआइ प्रमुख अशफाक कयानी ने जैश-ए-मोहम्मद, लश्करे तैयबा, हिज्बुल मुजाहिदीन और अन्य संगठनों के वेतन बढ़ा दिए। मुशर्रफ ने कयानी का ओहदा बढ़ाकर सेना प्रमुख कर दिया और उनके ही दिशानिर्देश में 26 नवंबर के हमले की योजना बनाई गई। पाकिस्तानी तालिबानी कमांडर अदनान रशीद ने 2013 में खुलासा किया कि पाकिस्तानी वायुसेना के कर्मचारी के तौर पर उसे प्रशिक्षण कैंप में भेजा गया, जहां उसने महसूस किया कि हम वर्दी में सैनिक हैं और जैश केसदस्य बिना वर्दी वाले सैनिक। हम उनका अनुसरण करते हैं और वे आइएसआइ से निर्देश लेते हैं। अदनान ने यह भी खुलासा किया कि वह पीएएफ नामक इदारत-उल-पाकिस्तान संस्था का हिस्सा था। इसका घोषित लक्ष्य पाकिस्तानी सशस्त्र बलों में जिहादी नेटवर्क बनाना था। अल कायदा-आइएस इसका नया संगठन है। पाकिस्तान जैश सरगना मौलाना मसूद अजहर को उसी तरह समर्थन दे रहा है जिस तरह उसने अलकायदा, ओसामा और मुल्ला मोहम्मद उमर को सुरक्षा दी थी। वह अल-जवाहिरी, हाफिज मुहम्मद सईद, असमातुल्ला मुवैया और अन्य को भी सुरक्षा देता है। 1कश्मीर में सहअस्तित्व के लिए यह भारतीय शक्ति की परीक्षा ले रहा है। जुलाई माह में पाकिस्तान सेना ने 11 दफा कश्मीर में नियंत्रण रेखा पर युद्धविराम का उल्लंघन किया और आइएसआइ की मदद वाले जैश-ए-मोहम्मद और लश्करे तैयबा के आतंकवादियों ने भारतीय सेना के खिलाफ गोलाबारी की। 13 जुलाई को लश्करे तैयबा से ताल्लुक रखने वाला पाक नागरिक मोहम्मद अनवर पुंछ जिले में मार गिराया गया। इसी तरह 3-4 जुलाई को पांच उग्रवादी उरी सेक्टर में मारे गए। इधर घुसपैठ और आतंकी हमलों की कई घटनाएं हुई हैं। इस बाहरी शक्ति को विभाजित पंजाब मंजूर है, लेकिन कश्मीर का विभाजन स्वीकार नहीं, क्योंकि यह मुस्लिम बहुसंख्यक क्षेत्र है। भारतीय सभ्यता के खिलाफ लड़ रहे प्रमुख संगठन हैं-पाकिस्तान सेना, लश्करे तैयबा और इंडियन मुजाहिदीन। आइएम का पोषण पाकिस्तानी सेना करती है। यह संगठन गैर-मुस्लिम आतंकवादियों की भी मदद करता है। 1पीएएफ के पूर्व प्रमुख असगर खान ने स्वीकार किया है कि भारत के साथ हुए सभी युद्धों की शुरुआत पाकिस्तान ने की। पाकिस्तान को शांति अस्वीकार्य है और उसके लिए शांति सिर्फ एक रणनीति है। अटल बिहारी वाजपेयी की ऐतिहासिक बस यात्र का परिणाम 1999 में कारगिल युद्ध के रूप में सामने आया। जब मुशर्रफ बातचीत कर रहे थे, आतंकवादियों को मुंबई पर हमले के लिए प्रशिक्षण दिया जा रहा था। जब नवाज शरीफ वार्ता की बात कह रहे थे, अगस्त 2013 में जलालाबाद में भारतीय वाणिज्य दूतावास पर पर हमला किया गया। पाकिस्तान के साथ शांति वार्ता तब तक नहीं हो सकती जब तक वह अपने संविधान में यह बदलाव नहीं करता है कि कोई गैर-मुस्लिम भी वहां शासन प्रमुख हो सकता है। मुझसे भी यह सवाल किया जाता है कि भारतीय इतिहास पढ़ाने से क्या इस्लामी अतिवाद को कम किया जा सकता है? एक समय मुल्तान हिन्दू शहर था और लाहौर एक सिख महानगर था। हम सभी हड़प्पन हैं, यह बात अपने बच्चों को पढ़ाकर भारत में इस्लामी उभार को जरूर कम किया जा सकता है। अपनी नई फिल्म बजरंगी भाईजान में आशा की नई मशाल जलाने वाले अभिनेता सलमान खान ने ट्वीट किया था कि मोदी और नवाज शरीफ को यह फिल्म देखनी चाहिए, क्योंकि बच्चों के लिए प्रेम सभी सीमाओं से परे है। जुलाई माह में एक मीडिया रिपोर्ट में गृह मंत्रालय के हवाले से कहा गया कि कई भारतीय राज्यों में आइएस समर्थक गतिविधियां पाई गई हैं। वर्तमान जिहाद भारतीय सभ्यता के लिए बाहरी है और इस शक्ति के साथ शांति बनाने के प्रयास को नकारा जाना चाहिए।
