आंकड़े इस बात की पुष्टि करते हैं कि नियम-कानूनों को ताक पर रखते हुए गांव-गांव में लिंग जांच करवाई जा रही है

सख्त कानून और जागरूकता अभियानों के बावजूद देश में लिंगानुपात में तेजी से गिरावट दर्ज की जा रही है। विकास के मुद्दे पर चुनाव लड़ रही राजनीतिक पार्टियों के लिए आधी आबादी आज भी मुद्दा नहीं है और भ्रूण हत्या उनके अजेंडे में तो दूर-दूर तक नहीं हैं। 2011 की जनगणना के मुताबिक स्त्री-पुरुष लिंगानुपात 940 प्रति हजार है, लेकिन 0-6 वर्ष के बच्चों में लड़कियों का अनुपात घटकर महज 914 ही रह गया है। 

ऐसे में स्वाभाविक है कि ‘बेटी के जन्म दिन पर उत्सव मनाओ, पढ़ा-लिखा के काबिल बनाओ’ और ‘बेटी पढ़ाओ बेटी बचाओ’ जैसे नारे महज छलावा लगते हैं। बेटी अंतरिक्ष में पहुंच गई है, देश की प्रधानमंत्री बन चुकी है, मुख्यमंत्री रह चुकी है, लेकिन फिर भी परिवार में बोझ बनी हुई है। बेटियों को घरों में बेटों के समान अधिकार नहीं मिल रहा है। बेटियों के जन्म पर आज भी परिवार दुखी होता है। यह विडंबना ही है कि बेटे की आस भी उस मां से रखते हैं जो किसी की बेटी है। हमारे इस देवी पूजन करने वाले समाज में नन्ही कलियों को देवी तो बनाते हैं, लेकिन जैसे ही पता चलता है कि गर्भ में बेटी है हत्यारे बनने में देर नहीं लगती। जन्म से पहले ही उसे मौत की नींद सुला देते हैं। 

राष्ट्रीय जनगणना आयोग के आंकड़े इस बात की पुष्टि कर रहे हैं कि नियम कानून को ताक पर रखकर लिंग जांच गांव-गांव में की जा रही है। पिछले दिनों बिहार के वैशाली जिले के जंदाहा गांव में चार अल्ट्रा साउंड सेंटर पर छापामारी कर उन्हें बंद किया गया। बिहार की ही बात को आगे बढ़ाया जाए तो यहां 2001 में 1000 पुरुषों पर स्त्रियों की संख्या 919 थी जो 2011 में तीन फीसदी कम होकर 916 रह गई है। 

बिहार के 38 जिलों में से नौ जिलों में कन्या भ्रूण हत्या के मामले खासी तेजी से बढ़े हैं। मुजफफरपुर में लिंगानुपात 928 से घटकर 917 और वैशाली में 937 से घटकर 892 पर पहुंच गया है। मुंगेर और भागलपुर जैसे जिलों में तो सेक्स रेशियो चौंकने पर मजबूर कर देता है। इन जिलों में 1000 पुरुषों पर स्त्रियों की संख्या महज 879 रह गई है। 

अगर सेक्स रेशियो इसी तरह गिरता रहा तो वह दिन दूर नहीं जब बिहार के ये जिले हरियाणा के झज्जर और सोनीपत जैसे जिलों को भी पीछे छोड़ देंगे। गौरतलब है कि हरियाणा का सेक्स रेशियो 1000 पुरुषों में महज 875 

है और वहां बेटों के लिए दुल्हनें मणिपुर, बिहार, झारखंड और केरल जैसे राज्यों से लानी पड़ती हैं।

गणना के दौरान यह भी पता चला कि हरियाणा में ऐसे 70 गांव हैं जहां कई वर्षों से एक भी बच्ची ने जन्म नहीं लिया है। केरल ही ऐसा इकलौता राज्य है जहां की साक्षरता दर व लिंगानुपात दोनों में समान वृद्धि देखी जा रही है। 

दूसरी ओर देश के सबसे सुविधा संपन्न कहे जाने वाले दो ऐसे राज्य हैं हरियाणा और पंजाब, जो बालिकाओं की सुरक्षा के मामले में फिसड्डी साबित हुए हैं। जनगणना के आंकड़ों के अनुसार देश की गिनती में इनका स्थान 18 वां और 19वां है। हरियाणा के ये खराब हालात तब हैं जब वहां की बेटियों ने बार-बार राज्य और देश का नाम रौशन किया है। कभी खेल के मैदान में तो कभी अंतरिक्ष में उड़ान भर कर यानी कल्पना चावला बन कर। 

कन्या भ्रूण हत्या को रोकने के लिए देश में पीएनडीटी एक्ट भी लाया गया है। इसके तहत किसी डॉक्टर को यदि लिंग जांच करते हुए पाया गया तो उसका लाइसेंस कैंसिल किए जाने तक की बात की गई। 

इतना ही नहीं, लिंग जांच करा रहे परिवार वालों के लिए भी कड़ी सजा का प्रावधान रखा गया है। लेकिन लगता है बावजूद इसके समाज की पुरानी सोच के सामने सभी कानून बेअसर साबित हो रहे हैं।
