कश्मीरी हिन्दू का दर्द .. (Kashmiri Hindu pain ..)

पेन कुछ लिखता  है  ..

किसी को अपने घर से भगा दिया जाए और वो अपने ही देश में बेगाने होकर भटकता रहे, तो इससे बड़ा दुर्भाग्य क्या हो सकता है. आज कश्मीरी पंडित का दर्द फिल्म अभिनेता अनुपम खेर के दर्द को सुनकर पता चलता है, की रियल में दर्द क्या होता है. मैंने  मुफ़्ती मेमबूबा का एक इंटरव्यू देखा, जिसमे वो कह रही है, की कश्मीरी पंडित को फिर से बसाने  के लिए हम सभी चाहते है, लेकिन अलग नहीं क्योकि ये हमारे पर दाग रहेगा की हम इन्हे साथ क्यों नहीं रख सकते। जबकि  हकीकत है की इनके पिता और वर्तमान मुफ़्ती सरकार पाकिस्तान के सेवक, चमचे, और पाकिस्तानी आतंकवादीओ के मसीहा है, तभी तो इसने अभी एक देशद्रोह को सरकार बनते ही छोड़ दिया और उसका दुष्परिणाम हुआ कश्मीर में पाकिस्तानी  झंडा लहरा दिया और फिर से शांति को भंग  कर दिया. 

कश्मीरी पंडितों के एक समूह को केंद्र सरकार और देश की जनता का ध्यान आकर्षित करने के लिए दिल्ली में एकजुट होने के लिए विवश होना पड़ा। यह विवशता कहीं न कहीं यह बताती है कि जम्मू-कश्मीर में मौजूदा समय जो हालात हैं और उनकी वापसी को लेकर जैसे रुख-रवैये का प्रदर्शन किया जा रहा है उससे इस समुदाय के लोगों में बेचैनी घर कर गई है। इस बेचैनी को दूर करने का जितना दारोमदार केंद्र सरकार पर है उतना ही राज्य सरकार पर भी। यह अजीब बात है कि कश्मीरी पंडितों की सम्मानजनक और सुरक्षित वापसी के मामले में देश के राजनीतिक नेतृत्व को जब एकजुट और मुखर होना चाहिए तब ऐसा कुछ भी नहीं दिख रहा है। इससे बड़ी विडंबना कोई और नहीं हो सकती कि ज्यादातर दल उनकी वापसी के मसले पर मौन साधे हुए हैं। शायद इसी मौन के कारण ही जम्मू-कश्मीर में उन तत्वों का दुस्साहस बढ़ता जा रहा है जो कश्मीरी पंडितों की वापसी में बाधाएं खड़ी करने में लगे हुए हैं। जैसे ही कश्मीरी पंडितों की वापसी को लेकर किसी भी स्तर पर कोई पहल होती है, कश्मीर घाटी के अलगाववादी संगठन और अन्य अनेक राजनीतिक और गैरराजनीतिक तत्व आवश्यकता से अधिक सक्रिय हो उठते हैं। नि:संदेह इस पर व्यापक बहस की जरूरत है कि कश्मीरी पंडितों की वापसी किस रूप में हो। इस संदर्भ में यह जो विचार है कि उनके लिए अलग बस्तियां बसाई जाएं उस पर भिन्न-भिन्न राजनीतिक दलों और संगठनों के अलग-अलग विचार हो सकते हैं, लेकिन इसका यह मतलब नहीं कि पिछले करीब पच्चीस वर्षो से जो समुदाय एक तरह की खानाबदोश की जिंदगी जीने के लिए विवश है उसकी वापसी को लेकर ईमानदारी से प्रयास न किए जाएं। यह आश्चर्यजनक है कि कश्मीरी पंडितों की वापसी कैसे हो, इस पर इस समुदाय के लोगों की राय को महत्व देने से इन्कार किया जा रहा है। कश्मीर कश्मीरी पंडितों का अपना घर है। यह तय करने का अधिकार उनके पास ही होना चाहिए कि वे किस तरह अपने घरों में लौटना चाहेंगे। अगर वे यह चाहते हैं कि उनके लिए सुरक्षित अलग बस्तियों का निर्माण किया जाए तो इस पर विचार करने में हर्ज नहीं होना चाहिए.  इस विचार को एक सीमा तक ही मान्यता दी जा सकती है कि इससे वे पूरी तरह अलग-थलग पड़ जाएंगे और उनकी सुरक्षा खतरे में पड़ जाएगी। इसलिए, क्योंकि कश्मीरी पंडित अल्पसंख्यक हैं और किन्हीं भी परिस्थितियों में राज्य और केंद्र सरकार को उनकी सुरक्षा की गारंटी लेनी ही होगी। यह निराशाजनक है कि जम्मू-कश्मीर सरकार और वहां के राजनीतिक दल अलगाववादी तत्वों की बातों को आवश्यकता से अधिक महत्व देते दिख रहे हैं और शायद यही कारण है कि वे एक तरह से शर्ते थोपने में लगे हैं। ऐसा लगता है कि अलगाववादी तत्वों को ही तय करना है कि कश्मीरी पंडित किस रूप में अपने घरों को लौट सकते हैं। अलगाववादी तत्व इस घोषणा पर भी आसमान सिर पर उठाए हुए हैं कि कश्मीरी पंडितों के घरों के निर्माण के लिए पचास एकड़ जमीन चिह्न्ति कर ली गई है। कश्मीरी पंडितों की वापसी के बगैर कश्मीरियत न केवल अधूरी रहेगी, बल्कि खोखली भी दिखेगी। यदि कश्मीरी पंडित वापस नहीं लौटते तो दुनिया में यही संदेश जाएगा कि घाटी का बहुसंख्यक समाज अपने अल्पसंख्यक समुदाय को सहन करने के लिए तैयार नहीं। यह घाटी के राजनीतिक दलों और बहुसंख्यक वर्ग के हित में है कि कश्मीरी पंडित जैसे चाहते हैं वैसे ही उन्हें वापसी के अवसर मिलें। अगर कश्मीर में  सच्चे मुसलमान है तो वो अपने भाई कश्मीरी पंडितो को घर को वापस लाये और उनकी सुरक्षा को गारंटी भी ले. तभी दुनिया में ये सन्देश जाएगा की कश्मीर के मुसलमान एक साथ रहकर कश्मीर के वादियों में  अमन के फूल फिर से खिलाने चाहते है, और विकाश करना चाहते है और ऐसा कश्मीर बनाना चाहते है की कश्मीर की सुंदरता एक बार फिर से देश एवं विदेश के लोगो को आने के लिए विवश करे. ऐसा होने से न सिर्फ उनकी  आमदनी बढ़ेगी बल्कि एक सुन्दर और सभ्य सिटी कहलायेगा.
