भारत माता की जय। वन्दे मातरम। ..(Long live Mother India. Vande Mataram...)

श्रद्धा प्रत्यक्ष अनुभूति का परिणाम है। श्रद्धा का कोई विकल्प नहीं। ‘भारत माता’ जम्बूद्वीप भरतखंड की श्रद्धा हैं। भारत माता अदृश्य कल्पना नहीं। आंखो देखा, सोचा-समझा जीवंत अनुभव है। पंडित जवाहर लाल नेहरू की चर्चित पुस्तक ‘दि डिस्कवरी ऑफ इंडिया’ (पृष्ठ 61) का उपशीर्षक है  ‘भारत-माता’। उन्होंने अंग्रेजी में लिखी इस किताब में भारत माता को मदर इंडिया नहीं भारत माता ही लिखा है, ‘‘मैं इस सभा से उस सभा में जाता हूं। उत्तर से दक्षिण, पूरब से पश्चिम .भारी भीड़ स्वागत में ‘भारत माता की जय’ की नारेबाजी करती है। मैं पूछता हूं - यह भारत माता कौन है? जिसकी विजय आप चाहते हैं। एक व्यक्ति कहता है-यह धरती। भारत की पवित्र धरती। मैं पूछता हूं - कौन सी धरती? आपके गांव की? जिले की या राज्य की? या पूरे भारत की? प्रश्नोत्तर जारी रहते हैं। मैं कहता हूं आप जो सोचते हैं, वही भारत माता है, लेकिन इससे भी ज्यादा है वह। ये पर्वत, नदियां, वन हम आप सब भारत माता हैं।’’ डॉ. राममनोहर लोहिया की एक किताब का नाम है ‘भारत माता धरती माता’। लोहिया ने भारतीय संस्कृति, विविधता और अंतरंग एकता का तथ्यात्मक वर्णन किया है। ‘भारत माता’ जीवमान सत्ता हैं। हजारों बरस पहले ऋग्वेद से लेकर आधुनिक काल तक भारत माता की श्रद्धा है। लेकिन ओवैसी की चुनौती है कि गर्दन पर चाकू रखो तो भी वह भारत माता की जय नहीं बोलेंगे। ओवैसी स्वयंभू मुस्लिम नेता हैं। उन्हें कोई भाव नहीं देता। चाकू छूरी चलाने की न फुर्सत है और न जरूरत। गीतकार जावेद अख्तर ने राज्यसभा में उन्हें ठीक ही ‘मोहल्ला छाप’ नेता बताया है। जावेद ने स्वयं कई बार भारत माता की जय के नारे लगाए और ओवैसी पर तीखी टिप्पणी की। ओवैसी मुस्लिम गोलबंदी और सांप्रदायिक विभाजन चाहते हैं। लेकिन उनकी बयानबाजी से मुसलमानों का ही नुकसान होता है। उन्होंने कहा है कि ‘भारत माता की जय’ संविधान में नहीं है। जनगणमन को राष्ट्रगान और वंदेमातरम् को राष्ट्रगीत संविधान सभा ने ही घोषित किया था। संविधान सभा में अध्यक्ष डॉ. राजेंद्र प्रसाद ने कहा, ‘‘जनगणमन शब्द संगीत वाली रचना भारत का राष्ट्रगान है। वंदेमातरम् गीत जिसने स्वतंत्रता संग्राम में ऐतिहासिक भूमिका निभाई है, उसे भी जनगणमन के समान सम्मान दिया जाएगा।’’ सभा की कार्यवाही में वंदेमातरम् को स्वतंत्रता संग्राम में एतिहासिक भूमिका निभाने वाला कहा गया है। वंदेमातरम् भारत माता का ही जयघोष है। वंदेमातरम् की भारत माता ‘कोटि कोटि भुजैधृत अबला केनो मां एतो बले-करोड़ो करोड़ भुजाओं वाली मां अबला नहीं हैं।’ ओवैसी टाइप लोग इसे याद रखें तो अच्छा रहेगा।  भारत माता राष्ट्रभाव की चरम संवेदनशीलता है। चीन के संविधान के अनुच्छेद 55 में मातृभूमि की रक्षा और आक्रमण का प्रतिकार प्रत्येक नागरिक का कर्तव्य है। कम्युनिस्ट सोवियत संघ के संविधान में भी समाजवादी मातृभूमि की रक्षा को नागरिक कर्तव्य कहा गया था। मिस्र  के राष्ट्रगीत में भी देश माता है - ‘ओ मदर ऑफ आल लैंड्स’। बांग्लादेश में भी देश मां है। स्वाधीनता संग्राम में  ‘भारत माता की जय’ ही गूंज रही थी। राष्ट्रगीत वंदेमातरम् इसी का जीवमान प्रतिमान था। मुस्लिम लीग ने भारत माता से इन्कार किया। गांधीजी ने ‘हरिजन’ में लिखा, ‘मुझे नहीं लगता कि यह हिन्दु गीत है। दुर्भाग्य से हम बुरे दिन देख रहे हैं।’ बेशक वे बुरे दिन थे। भारत को माता और एक राष्ट्र न मानने वालों ने देश तोड़ा। अलगाववादी अब भी हैं, लेकिन भारत माता की जय बोलने वालों की तादाद अब 99 फीसद है। मुसलमान अलगाववादियों  के साथ नहीं हैं। भारतीय संविधान में लिखित ‘मूल कर्तव्य’ पठनीय हैं। लिखा है कि संविधान और उसके आदर्शो, संस्थाओं, राष्ट्रध्वज और राष्ट्रगान का आदर करें। राष्ट्रीय आंदोलन को प्रेरित करने वाले उच्च आदर्शो का पालन करें। भारत माता की जय इसमें शामिल है। आगे लिखा है कि भारत की संप्रभुता, एकता और अखंडता की रक्षा करें। ओवैसी का बयान संवैधानिक कर्तव्य के खिलाफ है। सारी दुनिया में मातृभूमि के साथ भावात्मक लगाव है, लेकिन यहां भारत माता और राष्ट्रभाव पर ही हमला है। निशाना नरेंद्र मोदी हैं, भाजपा और राष्ट्रीय स्वयंसेवक संघ है। लेकिन ‘भारत माता’ का प्रतीक और भाव संघ की निर्मिति नहीं है। दुनिया के प्राचीनतम ज्ञान अभिलेख ऋग्वेद में धरती माता है। अथर्ववेद के पृथ्वी सूक्त में यह भूमि माता है और हम इसके पुत्र हैं। भारत माता पृथ्वी माता इस देश के सांस्कृतिक प्रवाह का भौतिक और भावनात्मक बोध है। योगी अरविंद, विवेकानंद ने इसी सत्य को प्रगाढ़ किया। टैगोर, बंकिम चंद्र, नेताजी सुभाष चंद्र, तिलक, गांधी, नेहरू आदि इसी से जुड़े। संघ संस्थापक डॉ. हेडगेवार ने इसे राष्ट्र जागरण का बीज मंत्र बनाया।  खुन्नस का कारण संघ का विस्तार है। देश के सभी भाषाई व सभी भौगोलिक क्षेत्रों में भारत माता की जय है। अलगाववादी लस्त पस्त हैं। स्वयंभू मजहबी नेताओं की कोई नहीं सुनता। स्वयंभू वामपंथी बौद्धिक भी हताश निराश हैं। ऐसे तत्व गठजोड़ कर रहे हैं। किसी का हीरो अफजल गुरु तो अगले का एलान कश्मीरी आजादी है। ओवैसी टाइप लोग इसी रेजगारी का हिस्सा हैं। वे मजहब की गलत व्याख्या करते हैं और चर्चा में बने रहने के लिए घटिया बयान देते हैं। स्वाधीनता आंदोलन की कांग्रेस भारत माता की जय बोलती थी, लेकिन अब कांग्रेस भी ऐसे खेल में शामिल है। कांग्रेसी नेता गुलाम नबी आजाद ने संघ और रक्त पिपासु इस्लामिक स्टेट की तुलना की कोशिश की है। आजाद अपनी बात के लिए आजाद हैं, लेकिन ऐसी तुलना से उनकी भद हुई है। आरोप ‘बैक फायर’ हो गया है। भारत विशाल देश है। अनेक भाषाएं, रीति रिवाज, विभिन्न भौगोलिक परिस्थितियों के बावजूद सवा अरब लोग भावात्मक रूप में एक हैं। अंतरराष्ट्रीय विद्वान ईएच कार ने राष्ट्रगठन के लिए राष्ट्र की छवि से संबंधित समवेत भाव को जरूरी बताया है। भारत माता भरतजनों का ऐसा ही समवेत भाव है। संसद में भी राष्ट्रगान और राष्ट्रगीत में भारत माता के जयघोष की शुरुआत 1992 से शुरू हुई। केएच मुनियप्पा व मुमताज अंसारी के प्रश्न के उत्तर में मानव संसाधन मंत्री अजरुन सिंह ने सभी विद्यालयों में राष्ट्रगान न हो पाने का उत्तर दिया। मुंबई के तत्कालीन सांसद (अब उप्र के राज्यपाल) राम नाइक ने चर्चा की मांग की। कहा, ‘भगत सिंह वंदेमातरम् और भारत माता की जय बोलते हुए फांसी पर चढ़ गए। सारे देश में राष्ट्रगान और राष्ट्रगीत दोहराने की आवश्यकता है।’ अजरुन सिंह ने सारी बातें स्वीकार कीं। कहा कि सदन में राष्ट्रगान / राष्ट्रगीत का अधिकार अध्यक्ष का है। शिवराज पाटिल की अध्यक्षता वाली सामान्य प्रयोजन समिति ने दोनों के गायन का निर्णय लिया। संप्रति देश की सभी विधायी संस्थाओं में दोनों गीत गाए जाते हैं। हम सबको राष्ट्रभाव की मजबूती के लिए ऐसे प्रयत्न जारी रखने चाहिए।
